The FPS limit method context menu still has too much space between the text and the menu edge.

This should be reviewed against the newer custom compact popover work so the menu density matches the rest of the top-bar and inline menus.

Resolved by the compact popover/menu pass. The menu shell now uses app-owned compact popovers with explicit row inset, so the FPS limit method menu spacing is no longer relying on the old roomy stock popover chrome.
